EA660 Remote Device Management

Register a new EA660

This pre-registers the device and issues a one-time enrollment code. Give the code and Device ID to whoever is setting up the device (or the agent simulator) — it is only shown once. For an EA660 on Wi-Fi, they can instead scan the setup QR code shown with the code.
